To bypass the internet requirement and use Windows 11 with a local user account, follow these steps:

1.  Press Shift + F10 on the keyboard to launch a command prompt
   (if this doesn't open the command prompt press Control + Shift + F10)
2. In the command prompt, run the following command: oobe\BypassNRO
3. Hit the Enter key on your keyboard
4. Your system will restart after executing the command.
5. After the restart, you will again be prompted to select your region and keyboard layout. However, this time, on the Let’s connect you to a network screen, you will notice a new option: I don’t have internet
6. Select I don’t have internet option, and then select Continue with limited setup
7. Proceed to create a local user account, and the setup will continue.
8. Once the setup is complete, you can use Windows 11 with a local user account.

• Command Line Alternative: Instead of oobe\bypassnro, try pressing Shift+F10 and Win + R, typing start ms-cxh:localonly to force the creation of a local account.
